一(yi)、指导思想(xiang)

以(yi)习近(jin)平(ping)新(xin)(xin)时(shi)代中国(guo)特(te)色(se)社会主(zhu)(zhu)义(yi)思(si)想(xiang)和(he)考(kao)察湖(hu)南重要讲(jiang)话精神为指导思(si)想(xiang),贯彻(che)新(xin)(xin)发(fa)展理念,坚持以(yi)高质量发(fa)展为主(zhu)(zhu)题,以(yi)服(fu)务实(shi)(shi)体经(jing)济为宗(zong)旨,以(yi)金融(rong)(rong)供给侧改(gai)革(ge)为主(zhu)(zhu)线(xian),准确把握新(xin)(xin)发(fa)展阶段(duan)新(xin)(xin)邵(shao)发(fa)展的(de)新(xin)(xin)特(te)征新(xin)(xin)要求,深入实(shi)(shi)施(shi)省(sheng)委(wei)“三高四(si)新(xin)(xin)”战略(lve)、市委(wei)“二(er)中心一枢纽”战略(lve)和(he)县委(wei)“两区一中心”目标,加(jia)快构建和(he)完善适应新(xin)(xin)发(fa)展阶段(duan)的(de)现代金融(rong)(rong)服(fu)务体系,为新(xin)(xin)邵(shao)建设(she)大美湖(hu)南之心提(ti)供金融(rong)(rong)保障。

二、总体目标

力争“十四五”期间,全县社会融资规模和金融业增加值年均增速持续快于经济增长,主要金融指标在全市处于领先地位。到2025年末,全县金融业增加值占GDP比重提高到6%以上;金融机构本外币存贷款余额分别达到300亿元和210亿元,制造业、科技创新、开放型经济、普惠金融等行业和领域贷款所占比重明显提高,金融支持实体经济力度不断增强;直接融资占比持续提高,企业上市实现破零,湖南股权交易所股改挂牌企业总数突破3家,多层次资本市场进一步完善;原保费收入力争达到18亿元,保险密度力争达到2100/人;政府性融资担保公司基本建成。全县金融业的集聚力、辐射力和竞争力不断提高,服务“三高四新”“二中心一枢纽”“二区一中心”战略和建设经济社会高质量发展的能力显著增强。

三(san)、重点任务

(一)构建金融(rong)服务“三个(ge)体系”,畅通城(cheng)乡融(rong)资渠道

1.健全(quan)中小企(qi)(qi)(qi)业(ye)(ye)金(jin)(jin)融(rong)服(fu)务(wu)体系。打(da)造金(jin)(jin)融(rong)监管服(fu)务(wu)平(ping)(ping)台,鼓(gu)励金(jin)(jin)融(rong)机(ji)(ji)(ji)构(gou)(gou)为制(zhi)造业(ye)(ye)企(qi)(qi)(qi)业(ye)(ye)提供(gong)持(chi)续(xu)(xu)资(zi)金(jin)(jin)支(zhi)持(chi),提高制(zhi)造业(ye)(ye)贷(dai)(dai)(dai)(dai)(dai)款(kuan)占(zhan)比(bi)。继(ji)续(xu)(xu)挖掘(jue)首(shou)(shou)贷(dai)(dai)(dai)(dai)(dai)客户(hu),加(jia)大(da)小微企(qi)(qi)(qi)业(ye)(ye)“首(shou)(shou)贷(dai)(dai)(dai)(dai)(dai)户(hu)”信贷(dai)(dai)(dai)(dai)(dai)投(tou)(tou)放(fang),确保(bao)(bao)(bao)首(shou)(shou)贷(dai)(dai)(dai)(dai)(dai)户(hu)数及(ji)金(jin)(jin)额(e)的(de)占(zhan)比(bi)均高于上年同期。加(jia)大(da)小微企(qi)(qi)(qi)业(ye)(ye)信用贷(dai)(dai)(dai)(dai)(dai)款(kuan)投(tou)(tou)放(fang),鼓(gu)励县内银(yin)行(xing)机(ji)(ji)(ji)构(gou)(gou)增(zeng)加(jia)对(dui)小微企(qi)(qi)(qi)业(ye)(ye)的(de)信贷(dai)(dai)(dai)(dai)(dai)资(zi)源配(pei)置,优化风(feng)险(xian)(xian)(xian)(xian)(xian)评(ping)估机(ji)(ji)(ji)制(zhi),通过(guo)税银(yin)合作、特许经营权、重点项目(mu)采(cai)购(gou)合同等方(fang)(fang)式(shi),减(jian)少对(dui)抵(di)押(ya)担保(bao)(bao)(bao)的(de)依赖。鼓(gu)励金(jin)(jin)融(rong)机(ji)(ji)(ji)构(gou)(gou)采(cai)用年审(shen)制(zhi)、提前审(shen)批(pi)、循环贷(dai)(dai)(dai)(dai)(dai)款(kuan)等方(fang)(fang)式(shi),大(da)幅增(zeng)加(jia)无还本续(xu)(xu)贷(dai)(dai)(dai)(dai)(dai),提高小微企(qi)(qi)(qi)业(ye)(ye)续(xu)(xu)贷(dai)(dai)(dai)(dai)(dai)占(zhan)比(bi)。加(jia)大(da)银(yin)保(bao)(bao)(bao)合作力度,推动小额(e)贷(dai)(dai)(dai)(dai)(dai)款(kuan)保(bao)(bao)(bao)证保(bao)(bao)(bao)险(xian)(xian)(xian)(xian)(xian)业(ye)(ye)务(wu)发(fa)展,合理平(ping)(ping)衡(heng)银(yin)行(xing)与(yu)保(bao)(bao)(bao)险(xian)(xian)(xian)(xian)(xian)机(ji)(ji)(ji)构(gou)(gou)之(zhi)间责任(ren),降低(di)保(bao)(bao)(bao)险(xian)(xian)(xian)(xian)(xian)费(fei)率(lv),为小微企(qi)(qi)(qi)业(ye)(ye)融(rong)资(zi)提供(gong)保(bao)(bao)(bao)险(xian)(xian)(xian)(xian)(xian)增(zeng)信服(fu)务(wu)。积极发(fa)展企(qi)(qi)(qi)业(ye)(ye)财产保(bao)(bao)(bao)险(xian)(xian)(xian)(xian)(xian)、行(xing)业(ye)(ye)安全(quan)责任(ren)险(xian)(xian)(xian)(xian)(xian)、营业(ye)(ye)中断保(bao)(bao)(bao)险(xian)(xian)(xian)(xian)(xian)、雇主责任(ren)保(bao)(bao)(bao)险(xian)(xian)(xian)(xian)(xian)等全(quan)方(fang)(fang)位多层次保(bao)(bao)(bao)险(xian)(xian)(xian)(xian)(xian)品种,为小微企(qi)(qi)(qi)业(ye)(ye)稳(wen)定运行(xing)提供(gong)风(feng)险(xian)(xian)(xian)(xian)(xian)保(bao)(bao)(bao)障。(责任(ren)单位:县政府金(jin)(jin)融(rong)办、县金(jin)(jin)融(rong)服(fu)务(wu)中心(xin)、各银(yin)行(xing)业(ye)(ye)金(jin)(jin)融(rong)机(ji)(ji)(ji)构(gou)(gou)、各保(bao)(bao)(bao)险(xian)(xian)(xian)(xian)(xian)业(ye)(ye)金(jin)(jin)融(rong)机(ji)(ji)(ji)构(gou)(gou))

2.补强农村金融服务体系。积极探索在乡镇财政所加挂金融服务站牌子,村支两委干部明确金融服务人员,打通金融服务最后一公里。结合农村产权制度改革,稳妥推广农村承包土地的经营权抵押贷款业务,积极开展生猪活体抵押贷款试点bob全站app ,探索水稻抵押贷款等创新产品。继续推进县域法人金融机构一定比例存款用于支持当地经济发展bob全站app ,确保每年比例不低于70%,资金投放使用应以本地区涉农业务为主。继续以金融支持县域特色产业为着力点,围绕“一只鸭、一篮果(菜)、一杯茶、一副药、一壶酒、一枝花”打造优势农业产业,如富硒农产品、小塘麻鸭、中药材、精品果蔬、茶饮等,引导金融资源向乡村振兴领域聚集,支持农村特色产业做大做强。督促各银行机构进一步加大对家禽家畜养殖、加工、储运、销售等全产业链信贷投放力度,实施差异化信贷支持。支持保险机构建立健全基层服务体系,切实改善农业保险服务。依靠涉农金融机构已建立的信息系统,构建县内农村金融信用信息平台,加快推进信用单位、信用乡镇、信用村建设。(责任单位:县政府金融办、县金融服务中心、县农业农村局、各乡镇人民政府、各银行业金融机构、各保险业金融机构)

3.加快政府性融资担保公司成立。在2020年的bob全站app 基础上,加快成立政府性融资担保公司筹建bob全站app 领导小组,明确公司核心管理人员和董事会成员,确定融资担保公司注册资金规模和来源、办公场所,保障筹备bob全站app 经费,力促我县融资担保公司尽快落地,以便有效缓解小微企业、“三农”等普惠领域融资难、融资贵问题,支持发展战略性新兴产业,促进大众创业、万众创新。(责任单位:县政府金融办、县金融服务中心、新邵经开区、县财政局)

(二)缓解企业融资“两大难题”,有(you)效加大资金(jin)投入

1.加大信贷投入。拓展并深化与省级、市级金融机构合作,抓好邵阳市政府与省农信联社合作等协议落地生效,银企双方加强项目对接,引导金融机构积极为企业提供信贷支持,扩大信贷规模,争取中小微企业贷款增速不断提高。用好用足再贷款再贴现政策,加大对“两新一重”等重点领域的信贷投放,加强对高新技术企业发展的支持力度。继续提高中长期贷款比重,确保中长期贷款增速不低于上年同期,到2025年末,力争中长期贷款占比达60%以上。围绕先进装备制造、显示功能材料、智能家居家电、时尚用品、循环经济、中医药、互联网七大工业新兴优势产业链,开展进园区、进企业银企对接活动。建立制造业企业“白名单”制度,实行定制化精准服务,满足企业个性化融资需求,服务“二区一中心”建设。(责任单位:县政府金融办、县金融服务中心、新邵经开区、县财政局、县发改局、县科工局、各银行业金融机构)

2.拓宽融(rong)(rong)(rong)资(zi)(zi)(zi)渠道。设(she)立产(chan)(chan)业(ye)(ye)发展(zhan)引(yin)导基(ji)金(jin)(jin),引(yin)入优质股权(quan)投(tou)资(zi)(zi)(zi)机(ji)(ji)构,建立投(tou)资(zi)(zi)(zi)机(ji)(ji)构与(yu)(yu)优质企业(ye)(ye)对接(jie)机(ji)(ji)制(zhi),引(yin)导更(geng)多(duo)资(zi)(zi)(zi)本投(tou)资(zi)(zi)(zi)我县(xian)(xian)(xian)优质企业(ye)(ye)。鼓(gu)励企业(ye)(ye)引(yin)进战略投(tou)资(zi)(zi)(zi)者,通过(guo)(guo)并(bing)购重(zhong)组做优做强。深化与(yu)(yu)湖南(nan)财(cai)信金(jin)(jin)融(rong)(rong)(rong)控(kong)股集团战略合作(zuo),通过(guo)(guo)基(ji)金(jin)(jin)、信托等(deng)方式加大对我县(xian)(xian)(xian)重(zhong)大项目建设(she)及产(chan)(chan)业(ye)(ye)发展(zhan)的资(zi)(zi)(zi)金(jin)(jin)支(zhi)持。鼓(gu)励优势企业(ye)(ye)进行债券(quan)融(rong)(rong)(rong)资(zi)(zi)(zi),通过(guo)(guo)发行中(zhong)期票据、短(duan)期融(rong)(rong)(rong)资(zi)(zi)(zi)券(quan)、资(zi)(zi)(zi)产(chan)(chan)证券(quan)化产(chan)(chan)品(pin)等(deng)多(duo)种(zhong)方式进行直接(jie)融(rong)(rong)(rong)资(zi)(zi)(zi),提高(gao)直接(jie)融(rong)(rong)(rong)资(zi)(zi)(zi)占比。鼓(gu)励企业(ye)(ye)利用商业(ye)(ye)承兑(dui)汇(hui)票等(deng)方式进行融(rong)(rong)(rong)资(zi)(zi)(zi)。引(yin)导保险资(zi)(zi)(zi)金(jin)(jin)通过(guo)(guo)债权(quan)、股权(quan)投(tou)资(zi)(zi)(zi)计划(hua),提高(gao)权(quan)益类投(tou)资(zi)(zi)(zi)比重(zhong),支(zhi)持新型基(ji)础设(she)施、战略性新兴产(chan)(chan)业(ye)(ye)发展(zhan)。(责任单位:县(xian)(xian)(xian)政府金(jin)(jin)融(rong)(rong)(rong)办、县(xian)(xian)(xian)金(jin)(jin)融(rong)(rong)(rong)服务中(zhong)心、县(xian)(xian)(xian)发改局(ju)、县(xian)(xian)(xian)科(ke)工局(ju)、县(xian)(xian)(xian)财(cai)政局(ju)、各(ge)银(yin)行业(ye)(ye)金(jin)(jin)融(rong)(rong)(rong)机(ji)(ji)构、各(ge)保险业(ye)(ye)金(jin)(jin)融(rong)(rong)(rong)机(ji)(ji)构)

3.降低融资成本。深化贷款市场报价利率LPR改革,巩固贷款利率下降成果。严格执行“七不准”“四公开”要求,强化落实“两禁两限”规定,除财团贷款外,禁止向小微企业贷款收取承诺费、资金管理费,严格限制收取财务顾问费、咨询费。严禁发放贷款时附加不合理条件,以克扣放款数额、以贷转存、存贷挂钩、浮利分费、借贷搭售等行为,变相抬升小微企业融资成本。在风险可控的前提下,进一步缩短融资链条,清理不必要“过桥”环节,切实降低小微企业贷款附加成本。设立企业投诉举报电话,畅通融资环节投诉渠道。引导政府性融资担保机构逐步减少反担保等要求,在可持续经营的前提下,适时调降担保费率,逐步将平均担保费率降至1%以下。(责任单位:县政府金融办、县金融服务中心)

(三)稳步实施“破零倍增”,加快资本市(shi)场发展

1.抓好企业上市“破零”。加快推进企业上市“破零”攻坚行动,充分发挥县企业上市联席会议机制作用,对广信科技、科瑞生物、凯通电子等重点企业提供精细化服务,建立容错机制,帮助企业协调解决上市相关问题。强化后备企业培育,集中项目资金、信贷支持、优先采购政策等资源扶持企业做强做优,形成上市梯队。加强调研指导,积极开展业务培训及政策宣传,营造良好氛围。力争到2025年,直接融资比重明显提高,上市公司数量实现“破零”。(责任单位:县政府金融办、县金融服务中心、县企业上市联席会议成员单位)

2.推动挂牌企业“倍增”。全面推进资本市场县域工程,推动建立健全资本市场bob全站app 机制,强化政策支持,引进专业服务机构,以工业企业、高新技术企业、农业企业为重点,推动县域企业改制、挂牌,争取每年实现1家以上企业股改挂牌。(责任单位:县政府金融办、县金融服务中心、各乡镇人民政府、县企业上市联席会议成员单位)

3.加(jia)快科(ke)技企(qi)业(ye)上市。突(tu)出园区(qu)重点,健全科(ke)创(chuang)板(ban)企(qi)业(ye)上市后备库,加(jia)强调研辅导(dao)及培育孵化。积极对接(jie)股(gu)权投(tou)资机(ji)构(gou),支持其(qi)投(tou)资我(wo)县(xian)初创(chuang)期(qi)科(ke)技创(chuang)新型企(qi)业(ye)。推动符合(he)条(tiao)(tiao)件的科(ke)技创(chuang)新企(qi)业(ye)在科(ke)创(chuang)板(ban)、创(chuang)业(ye)板(ban)上市。引导(dao)其(qi)他暂(zan)不(bu)符合(he)上市条(tiao)(tiao)件的高(gao)新技术(shu)企(qi)业(ye)、“专精(jing)特新”企(qi)业(ye)赴新三板(ban)、区(qu)域性股(gu)权市场(chang)挂牌。(责任(ren)单位:县(xian)政府金(jin)融办、县(xian)金(jin)融服务中心、县(xian)科(ke)工局)

(四)优先发展(zhan)“两类基(ji)金”,扶持优势产(chan)业发展(zhan)

1.发展私募(mu)股权投资(zi)基金(jin)。支(zhi)持设(she)立创业(ye)(ye)投资(zi)企业(ye)(ye),培(pei)育多(duo)元投资(zi)主体,引导社会资(zi)本参(can)与(yu)产业(ye)(ye)项目建设(she)。发展投贷联动、投保(bao)联动、投债(zhai)联动新模式。积(ji)极引入各(ge)类基金(jin)管理机构落户我(wo)县,推动出台支(zhi)持股权投资(zi)发展配套(tao)政(zheng)策。创业(ye)(ye)投资(zi)累计金(jin)额占(zhan)地区生产总(zong)值之比持续提高。(责任单位(wei):县政(zheng)府金(jin)融(rong)办、县金(jin)融(rong)服务中(zhong)心、县财政(zheng)局,各(ge)银行业(ye)(ye)金(jin)融(rong)机构、各(ge)保(bao)险业(ye)(ye)金(jin)融(rong)机构)

2.有(you)效(xiao)发(fa)(fa)(fa)挥产业(ye)(ye)(ye)投(tou)(tou)(tou)资(zi)(zi)(zi)基(ji)金的(de)引(yin)导作用。支持设立政(zheng)(zheng)府创(chuang)业(ye)(ye)(ye)投(tou)(tou)(tou)资(zi)(zi)(zi)引(yin)导基(ji)金,强化(hua)对种(zhong)子(zi)(zi)期、初创(chuang)期创(chuang)业(ye)(ye)(ye)企(qi)业(ye)(ye)(ye)的(de)直接融(rong)(rong)资(zi)(zi)(zi)。吸引(yin)优秀创(chuang)业(ye)(ye)(ye)投(tou)(tou)(tou)资(zi)(zi)(zi)管理团队联合设立一批创(chuang)业(ye)(ye)(ye)投(tou)(tou)(tou)资(zi)(zi)(zi)子(zi)(zi)基(ji)金,带动社会资(zi)(zi)(zi)本(ben)支持新兴优势产业(ye)(ye)(ye)发(fa)(fa)(fa)展(zhan)。充分发(fa)(fa)(fa)挥财政(zheng)(zheng)资(zi)(zi)(zi)金杠杆作用,吸引(yin)金融(rong)(rong)机(ji)构、国有(you)企(qi)业(ye)(ye)(ye)、社会资(zi)(zi)(zi)本(ben)以(yi)及(ji)政(zheng)(zheng)府财政(zheng)(zheng)性资(zi)(zi)(zi)金等,投(tou)(tou)(tou)资(zi)(zi)(zi)于重点产业(ye)(ye)(ye)、战略性新兴产业(ye)(ye)(ye),实现产业(ye)(ye)(ye)发(fa)(fa)(fa)展(zhan)的(de)政(zheng)(zheng)策目标。(责任(ren)单位:县(xian)财政(zheng)(zheng)局、县(xian)发(fa)(fa)(fa)改(gai)局)

(五)加(jia)快“两(liang)项(xiang)创新(xin)”,提升金融服务质效

1.加(jia)快发(fa)展(zhan)产(chan)业(ye)链供(gong)(gong)应链金(jin)(jin)(jin)融(rong)(rong)(rong)。加(jia)快发(fa)展(zhan)七大工(gong)业(ye)新兴优势产(chan)业(ye)链龙头骨干企业(ye),推动(dong)其(qi)成(cheng)为(wei)(wei)供(gong)(gong)应链核心企业(ye)。拓宽(kuan)供(gong)(gong)应链融(rong)(rong)(rong)资(zi)渠道,鼓励金(jin)(jin)(jin)融(rong)(rong)(rong)机构开(kai)展(zhan)预付类、存货类产(chan)品融(rong)(rong)(rong)资(zi),重点推进应收账款融(rong)(rong)(rong)资(zi),继续(xu)鼓励供(gong)(gong)应链票据融(rong)(rong)(rong)资(zi),引导(dao)银行为(wei)(wei)企业(ye)开(kai)展(zhan)票据贴现、质押等融(rong)(rong)(rong)资(zi)服务,支持小微企业(ye)通过标准(zhun)化票据从债券市场融(rong)(rong)(rong)资(zi)。探索组建供(gong)(gong)应链金(jin)(jin)(jin)融(rong)(rong)(rong)互(hu)联网平(ping)台,加(jia)速推动(dong)大数(shu)据、云计算、人工(gong)智能技术与供(gong)(gong)应链紧(jin)密(mi)融(rong)(rong)(rong)合。(责(ze)任单位:县(xian)政府(fu)金(jin)(jin)(jin)融(rong)(rong)(rong)办、县(xian)金(jin)(jin)(jin)融(rong)(rong)(rong)服务中(zhong)心、各(ge)银行业(ye)金(jin)(jin)(jin)融(rong)(rong)(rong)机构)

2.推动科技企业知识价值型信用贷款试点和知识产权质押融资。发挥《高新技术企业信贷风险补偿基金管理暂行办法》、《高新技术企业贷款贴息专项资金管理暂行办法》作用,完善政银担合作机制,降低科技创新型企业贷款门槛,为高新技术企业分担风险。稳步推进科技企业知识价值型信用贷款试点,建立信用贷款科学评价体系,鼓励金融机构积极参与试点,提高资金使用效率。建立健全知识产权融资联合bob全站app 机制,引导金融机构与相关单位合作,推动知识产权质押融资服务体系建设,完善风险补偿机制,促进知识产权质押融资业务可持续发展。(责任单位:县政府金融办、县金融服务中心、新邵经开区、县科工局、县财政局、县市场监管局、各银行业金融机构)  

(六)激发“两大(da)活(huo)力”,加快金(jin)融业改革开放步(bu)伐

1.积(ji)极引(yin)入省、市内(nei)外机构和(he)资本。积(ji)极对(dui)接(jie)金融(rong)机构,推(tui)动其(qi)来我(wo)县(xian)设(she)立分支机构。通过推(tui)介、招商引(yin)资等渠(qu)道,邀请省、市内(nei)外基金管理人来我(wo)县(xian)考察(cha)调研,积(ji)极推(tui)介我(wo)县(xian)优质企(qi)业。(责任单(dan)位:县(xian)政府金融(rong)办、县(xian)金融(rong)服务(wu)中(zhong)心(xin)、县(xian)商务(wu)局)

2.大力发展绿色金融。推动“金融+科技+产业”深度融合,鼓励金融机构创新绿色金融产品,积极争取和运用人民银行碳减排支持新工具,引导金融机构加大对碳减排成效显著企业的支持力度,扩大绿色信贷投放和绿色债券规模,促进新邵县绿色金融发展。做好调研摸底,探索建立绿色项目库,建立绿色项目对接机制、评价体系、信息统计平台,支持环保节能产业发展。(责任单位:县政府金融办、县金融服务中心、县科工局、各银行业金融机构)

(八)建设“两个平台”,提升(sheng)金融服务(wu)保障能力

(四)注重舆论引导,营(ying)造(zao)良好氛(fen)围(wei)。各有关(guan)单位要充分(fen)利用各种宣传(chuan)渠(qu)道,加大(da)宣传(chuan)力(li)度(du),大(da)力(li)开展金融服(fu)务“三高(gao)四新”“二中心(xin)一(yi)枢(shu)纽”“二区一(yi)中心(xin)”战略系列宣传(chuan)。同(tong)时加强舆情(qing)监(jian)测(ce)和突发(fa)事件应急处置,积极主动回应社会(hui)关(guan)切,营(ying)造良好(hao)舆论氛围。
